This position is located at the Wilkes-Barre VA Medical Center in Wilkes-Barre, PA. This position serves as Whole Health Clinical Director and Employee Whole Health Coordinator at this facility and associated Community Based Outpatient Clinics (CBOC). The Whole Health Director is responsible coordinating and overseeing ongoing implementation of the Whole Health practices within the Health Care system. BASIC REQUIREMENTS. The basic requirements for employment as a VHA social worker are prescribed by statute in 38 U.S.C. § 7402(b)(9), as amended by section 205 of Public Law 106-419, enacted November 1, 2000. To qualify for appointment as a social worker in VHA, all applicants must meet the following: Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part). Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Physical Requirements: The position is a combination of activity and sitting for periods up to an hour with movement in between. Bending, walking, and stooping are required. The position requires the ability to read printed material and distinguish colors such as reading and computer screens, the ability to accurately perceive depth so as to move around work-space safely and to appropriately make contact with patients and staff, and the ability to meet visual requirements to work up close to a computer screen, and talk on the telephone. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). GRADE DETERMINATIONS. In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Social Worker (Program Coordinator) GS-12 Experience and Education: One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:(a) Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring.(b) Knowledge and ability to write policies, procedures, and/or practice guidelines for the program.(c) Ability to supervise multidisciplinary staff assigned to the program.(d) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).(e) Ability to provide training, orientation, and guidance within clinical practice. The Whole Health Director is responsible coordinating and overseeing ongoing implementation of the Whole Health practices within the Health Care system. The incumbent is responsible for the planning, management, and coordination for the implementation of this program. The incumbent functions as a key driver for developing maintaining and furthering Whole Health practices including changes in the environment to promote the culture of patient centered care. Additionally, the incumbent will lead the Whole Health training curriculums. The incumbent will chair the Integrative Whole Health Steering Committee. The Whole Health Director will assist the team in developing and implementing local policy/procedure, evaluate effectiveness of the program, collaborate with related programs, and specialty care programs. The incumbent is responsible for leading quality instruction to employees, trainees and Veterans following local and national VHA. The Whole Health Director will attend all education team meetings and function as expert in Whole Health. Employee Whole Health Coordinator:The Employee Whole Health Coordinator is responsible for developing, managing, maintaining, planning, and administering health and well-being opportunities for Medical Center/Health Care System and CBOC employees. Programs should be designed to enhance their personal well-being and in turn improve their effectiveness, productivity, and satisfaction. He/she works collaboratively with all levels of staff within the facility including Executive Leadership, Employee Experience/Engagement, Whole Health, System Redesign, Occupational Health, unit supervisors, and others in assessing, developing and maintaining staff employee whole health activities. The increasing complexity and specialization of employee whole health requires that the incumbent have expertise in a wide range of disease entities and treatment modalities as well as knowledge of other areas of educational/counseling/motivational techniques to encourage behavior change. The program coordinator has overall responsibility for planning, assessing, and evaluating programs to ensure proper coordination between care delivered by the program and overall delivery of healthcare within the facility.
