This position is located at the Cheyenne Health Care Systems (CVAHCS) under the Pathology and Laboratory Medical Service (PMLS). The multi-skilled Health Technician performs a wide range of administrative functions which includes compliance to CLIA regulations for laboratory testing, clerical and health tech functions. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/01/2022. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Basic Requirement: Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. You may qualify based on your Specialized Experience and/or Education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: a knowledge of clinic organization, functions, specialties and programs such as social work, nursing laboratory, supply business office functions, and medical and technical terminology; comprehensive working knowledge of applicable public laws, (College of American Pathology regulations) VA policy and regulations, and station directives; knowledge of Veterans Integrated System and Technology Architecture (VISTA); skill and precision in the use of tools, materials, and specialized laboratory equipment; knowledge of specialized terminology associated with the work in the facility and in-depth knowledge of the terminology used in the specialized are of the facility where the work is performed; must have experience in performing venipuncture blood draws. OR, Education: Graduate education or an internship meets the specialized experience required for the GS-06 grade ONLY in those instances where it is directly related to the work of the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Physical Requirements: The work requires much walking through the clinic, with occasional requirements to lift objects, computer work and operating office equipment. This position requires the ability to process written and electronic information. The work requires the ability to physically control or defend against emotionally distressed patients. The work requires above average agility and dexterity due to the fine skills of some of the point of care lab testing. The work may require heavy lifting or equipment or patients. May be required to commute between two outpatient clinics within the work week, depending on the clinic workload.
